A position must be more concrete than saying “this topic is complex”. Say what you agree with and within what limits.
Full agreement, full disagreement and partial agreement are all possible. Support the idea you chose in the main part, and don't contradict it in the conclusion.
I agree to some extent on its own doesn't show the limit. After it, explain which side you support.

Question: All university courses should be taught online. To what extent do you agree or disagree?
Vague: There are advantages and disadvantages.
Clear: I support online teaching for some theoretical courses, but practical subjects still need face-to-face sessions.

Now you try
Write your partial agreement with the idea “Governments should make public transport free” in one sentence.

Answer and explanation
Possible answer: I support free public transport for students and low-income residents, but I do not think it needs to be free for everyone.
This is not the only correct position. If the part you agree with is clear in your sentence and you can justify it in the next paragraph, your plan works. A concrete position is more useful than a ready-made introduction template.
